Meeting Europe Client

As a reliable traffic signs retro reflective sheeting and vinyl film manufacturer as well as reflective material supplier in China, in late 2019, we are very happy to have our client from France with us. It is a good time to spend when we discussed a lot more about reflective sheets options for signage in different requirements and applications. Toptend manufactures and supplies ASTM D4956 Type I, III, IV, IX and XI or EN 12899 RA1, RA2, R3B reflective sheeting or vinyl film worldwide.
The pictures show our client in France coming to China and visited us. There was a lot of important information exchanged between two parties and it laid a good foundation for our cooperation to continue as we did for the past few years.
Toptend promises to provide the best solutions as regards the required retro reflective sheeting vinyl film for various signs applications. Because France is a high-end market with one of the highest EU standards to follow. We will make sure our supplies will measure up and at competitively low wholesale prices.
Of course, we enjoyed a good dinner as you can see from the pictures below (Plate is empty :).
Reliable Quality with Warranty as Cheap Alternatives to 3M, Avery Dennison & Orafol Oralite Retro Reflective Sign Sheeting Vinyl Film
3M, Avery or Orafol Oralite retroreflective sign sheeting film are among the best choices in worldwide traffic sign markets. Therefore we aim to match their quality (such as coefficient of retroreflective and outdoor durability) while maintaining competitive cheap factory wholesale prices. Our quality retro-reflective sheeting include ASTM D4956 Type 1, III, IV, IX and XI or En12899 RA1, RA2 and RA3/ R3B reflective sheeting vinyl film.
You can find out the comparison details for all of our highly competitively priced self-adhesive reflective vinyl rolls at all reflective sheeting.
They are very cost-efficient options for your road signs (e.g. stop signage, street sign board), highway traffic signs or other traffic applications.
Most of them are excellent for screen and digital eco-solvent printing reflective sheeting vinyl (include the popular HP latex printing), and all are good for cutting plotters (and at good prices).

Reflective Sheeting Quick Guide: Grades, Types, Standards, and Applications
What Are the Grades, Types, and Applications of Retroreflective Sheeting Under ASTM D4956-26 and EN 12899-1?
Reflective sheeting is classified into 11 types according to the latest ASTM D4956-26 standard and 3 classes (RA1, RA2, and RA3) under EN 12899-1. ASTM D4956-26 uses Type classifications, while EN 12899-1 uses RA classes. Microprismatic sheetings usually also require European Technical Assessment (ETA) approval in Europe.
| Standard | Classification | Common Name | Construction | Typical Applications |
|---|---|---|---|---|
| ASTM D4956-26 | Type I | Engineer Grade | Enclosed Lens Glass Bead / Microprismatic | General traffic signs and low-speed roads |
| ASTM D4956-26 | Type II | Super Engineer Grade | Improved Enclosed Lens Glass Bead / Microprismatic | Standard traffic signs requiring higher reflectivity |
| ASTM D4956-26 | Type III | High Intensity Grade | Encapsulated Glass Bead | Permanent traffic signs and regulatory signs |
| ASTM D4956-26 | Type IV | High Intensity Prismatic | Microprismatic | Permanent road signs requiring higher visibility |
| ASTM D4956-26 | Type V | Super High Intensity | Metallized Microprismatic | Delineators and special traffic devices |
| ASTM D4956-26 | Type VI | Flexible Prismatic | Flexible Microprismatic (without adhesive) | Traffic cone collars, post bands and roll-up signs applications |
| ASTM D4956-26 | Type VII | — | — | — |
| ASTM D4956-26 | Type VIII | — | Cube Corner Microprismatic | High-speed roads and critical visibility areas |
| ASTM D4956-26 | Type IX | Diamond Grade | Wide observation Angle Microprismatic | Long-distance visibility applications |
| ASTM D4956-26 | Type X | — | — | — |
| ASTM D4956-26 | Type XI | Diamond Grade | Full-Cube Microprismatic | Maximum visibility applications |
| EN 12899-1 | R1/ RA1 | Engineer Grade | Glass Bead / Microprismatic | Standard road signs |
| EN 12899-1 | R2/ RA2 | High Intensity Grade / Prismatic | Glass Bead / Microprismatic | Main roads and permanent traffic signs |
| EN 12899-1 | R3/ RA3, R3B, R3C | Microprismatic Grade | Full Cube Microprismatic | Motorways, high-speed roads, and critical locations |
| ETA | European Technical Assessment | Microprismatic Approval | Microprismatic | Additional approval route for some prismatic reflective sheetings |
What is the Difference Between Reflective and Retro reflective?
The main difference between reflective and retroreflective materials is the direction of reflected light. Reflective materials scatter or bounce light away from the surface, while retroreflective materials return light directly toward the original light source.
Traditional reflective surfaces usually rely on smooth, mirror-like surfaces, while retroreflective sheeting material products use embedded glass beads or microprisms to redirect light back to the source. This retro-reflective technology improves nighttime visibility.
In traffic safety field, “reflective” is often used to describe retroreflective products, although most are technically retroreflective.
What Is the Best Reflective Sheeting for Traffic Signs and Road Safety?
The best reflective sheeting for traffic signs depends on seveal factors, such as, road conditions, visibility requirements, and service life. High Intensity Prismatic (HIP) such as 3M 3930, Oralite 5900 and Diamond Grade sheeting such as 3M DG3 4000/4090 or Oralite 9900 are mostly used for highways and critical signs. And beaded Engineer Grade, EGP and glass bead High Intensity Grade sheeting are suitable for standard traffic signs with lower budgets.
Toptend HIP and Diamond Grade offer similar performance to that of 3M, Orafol Oralite and Avery Dennison, but at much lower costs.
How Long Does Reflective Sheeting Last?
Reflective sheeting for highway, road, street signs and other traffic safety applictions typically lasts 3 –12 years, depending on the grade, material construction, brand, quality, installation, maintenance, and outdoor UV exposure conditions. There are exceptions that some very cheap reflective products may last only for 1 year more or less outdoor.
- Commercial Grade: 3 years
- Engineer Grade: 5–7 years
- High Intensity Grade: 7–10 years
- High Intensity Prismatic (HIP) Grade: Around 10 years
- Diamond Grade: 10–12 years
The actual service life may vary by the specific manufacturer and application conditions. So, choosing a trusted brand or reliable supplier is of vital importance for the expected durability of reflective sheeting.
Toptend provides warranties for its reflective products and aim to make customers always happy with consistent quality in both products and services.
What is Retroreflective Sheeting HS Code?
The commonly used HS code for self-adhesive retroreflective sheeting or reflective sign sheeting is 3919.90. But it will vary in different countries. For example, for European imports, the classification may depend on the roll width and product structure.
- Roll width 20 cm or less: The reflective sheeting may be classified under HS code 39191080.
- Roll width more than 20 cm: Standard traffic sign reflective sheeting rolls (such as 1.22 m or 1.24 m wide rolls) may fall under HS code 39199080.
The final HS code may vary depending on the importing country, customs authority, material construction, adhesive layer, and product dimensions. Buyers should confirm the applicable classification with their local customs office or shipping forwarder before import.
